I do have a winch that could be used as a boat lift, but the item you selected, Dutton-Lainson hand winch # DL15440, would not be a good option as it is not a brake winch. A brake winch will stop the load and hold it in place if you were to let go of the handle when winching.
For use as a boat lift, I would recommend the Dutton-Lainson brake winch # DL15721. This winch is designed for multipurpose uses including boat lifts. If you will need a larger capacity brake winch, we also offer winch # DL24844.
For a cable, I would recommend the Hand Winch Cable with Safety Hook, part # DL24104.
Whenever winching, you want to make sure that nobody is standing below or near the item being raised.
