What are the specifications of the mount? Specifically, the distance from the pin hole to the center of the ball? Also, can this be used in a 0 rise/0 configuration? Or is there a minimum rise/ to it? Thank you

The Weigh Safe Ball Mount part # WS4-2 that you referenced has two pin holes in it's shank. The closer one is 8-1/2 inches to the center of the ball hole and then the further away one measures 9-3/4 inches away.
You can raise the ball platform so that it gives you a zero rise/drop as well.
