Question:
Lance 1191 truck camper. Can the scissor stair extend/mount/rest on the upper STAIR that is actually INSIDE the camper? Our 13 yo lab needs a much more gentle slope/grade. It looks like I might be able to extend upward and rest on the factory stairs that are molded inside the camper: I dont mean just replacing the fold up exterior stairs.

A camper step assembly needs to mount to a surface strong enough to support its weight load plus that of a person (or beloved pooch) on the step. Usually this mounting point will be a structural element or a frame member.
If you can see behind the desired mounting point to confirm that there is enough (and strong enough) material behind/under it then you may be able to use that alternate mount. We do not have access to construction details on the camper to allow us to tell for sure.
Another option you might consider is a platform step that will reduce the dog's approach angle to the existing camper steps, something like # S-150. This 16 x 24-inch step has adjustable height and the legs fold for storage. It is rated for 300-lbs.
