For your 1998 Honda CR-V you would want a Roadmaster XL Base Plate Kit # 1528-3.
The Roadmaster XL Base Plate Kit # 1418-1 that you referenced is vehicle specific to the 1991-2001 Jeep Cherokees. There is not anything you could purchase separately or modify on these to have it work on your CR-V.
For a tow bar I would recommend the RoadMaster Sterling All Terrain Tow Bar # RM-576. This comes with safety cables, quick disconnects, and wiring. I attached installation instructions for you to check out also.
Next, you will need a wiring solution. If you only tow occasionally I would recommend a RoadMaster Standard Magnetic Tow Lights # RM-2120. If you are looking for a more permanent light solution I would recommend a Roadmaster Universal Hy-Power Diode Wiring Kit # RM-154. I attached an FAQ on how to pick the right wiring solution as well installation instructions for a diode kit for you to check out.
In most states it is required that you use a supplemental braking system in the vehicle being towed. I would recommend you get a Roadmaster Even Brake Portable Proportional Braking System # RM-9400. I attached an FAQ on supplemental braking.
