Does Ground of Trailer Taillight # ST16RB Need to be Waterproof

Does the ground wire connection need to be waterproof or not? From the video, it appears the ground does not need to be waterproof.

The ground wire of the # ST16RB does not need to be waterproof. Since this attaches directly to exposed metal of the frame of the trailer it would be pointless for it to be waterproof.
