Hitch and Extension Recommendation for 2017 Ram 2500 Compatible with Weight Distribution

I have a2017 2500 ram crew can 6.5 box would like to know if part# told 1107-30 and tle 1521 would allow hauling cart with tailgate down without hurting Jack I have a26foot camper trailer with weight distribution hitch. Thank u
