In order to properly secure the Malone RunWay 3 Bike Rack part # MPG2148 to the spare tire on your 2017 Jeep Wrangler, you are going to want to remove the spare tire cover. The spare tire cover could cause the bike rack to shift and become unstable which is why it is not recommended.
If you will be carrying any bikes with an alternative frame then you are also going to need an adapter bar like part # MPG2165. In addition to this if you are carrying any bikes that are valuable you may also want to consider a lock like part # MPG2168.
