The Stromberg Carlson Cargo Carrier part # CC-100 is approved for use behind an RV like what you have.
For a hitch lock that also takes out the movement of the carrier in the hitch you then would want the part # 63232.
For a hitch that is designed to attach to 4 inch square bumpers like it sounds like you have you'd want the part # UF35-946402.
