Question:
Locking device on the S64702. The locking device in not locking. It seems frozen. Is there something I need to do? Can not depress the lock to secure it. Thanks.

The first thing you should do is check to make sure your Swagman Pick-Up Truck-Bed-Mounted 2 Bike Carrier # S64702 the center is completely snapped into place. It may seem frozen if you have not pressed down on the center of the rack quite hard enough for it to snap into place, which is what is going to allow it to be secured.
If it cannot snap into place initially, try opening it up to make sure there is no type of debris or something in the way that is blocking your ability to fully close the rack when you push it down in the middle.
