How to Measure Tongue Weight of a Motorcycle Trailer

I have a tandem motorcycle trailer 8x12. The rear axle is 8 ft in the back, The trailer also act as a car dolly with 2 motorcycle on it, would it be safe just towing the 2 motorcycles

I believe what you are saying is that you have a car dolly with space up front to carry two motorcycles and you are asking if you can haul the two motorcycles without a car attached. If this is the case, then the answer is more than likely yes. However, you will want to be sure that the tongue weight of the loaded trailer does not exceed the tongue weight capacity of the hitch or vehicle. You will also want to check with the trailer manufacturer to see if they recommend doing the above as their word would supersede my reasoning.
