Can I use the power wire and ground wire To run a small winch on my boat trailer

In theory yes you could connect the power and ground wires from your winch to the 7-Way Molded Trailer Wire Connector # H20044 to draw power from the battery in your tow vehicle.
The problem is that the distance from the battery to the winch may not provide enough power to run your winch depending on how big it is and how much of a load you have on it.
The best thing is to have an additional battery to run the winch only.
