Does Swagman Around the Spare bike rack part # S80501 Come With Strap for Securing Front Wheel

I am thinking of buying a trailer mount bike rack #s80501, When they talk about the wheel stap not included, are they refering to the repacement vinyl strap?

The Swagman Around the Spare bike rack part # S80501 that you referenced does come with straps that go around the frame to the wheel. I attached a picture that shows how the strap secures the wheel to the frame to prevent it from moving around.
