There are high-quality 4-bike platform racks available which do have locking anti-rattle hitch pins, but the Curt # C18087 does not; it has an anti-rattle hitch pin though it is not locking.

A 4-bike rack that is similar in price to the Curt that actually comes with a keyed-alike hitch lock and cable lock is the Hollywood Racks Sport Rider SE # HR1400Z. This bike rack uses padded hooks to grasp your bikes by the top tubes and adjustable wheel mounts with straps to secure your rear wheels.

It has a pair of handy quick-release spring pins that allow it to fold up for when you are not carrying your bikes or tilt down - even with the bikes loaded - so you can access your vehicle's rear cargo area. The SE also has an anti-rattle handle which you only need to turn to tighten the shank in your hitch receiver. If you are looking for a 4-bike rack I highly recommend going this route over the option from Curt.
