Most Toyota Prius owner's are conscious of or concerned with miles per gallon so to minimize the impact to mileage they gravitate towards the more aerodynamic roof racks. That is going to include aero bars. Any other style will have a larger negative impact on mileage.
With that in mind here are the parts needed for the most aerodynamic roof racks from the available manufacturers:
Yakima
JetStream bars # Y00426 for black OR # Y00429 for silver
BaseLine Towers # Y00146
BaseClip # Y06117 (you would need 2 sets of these)
Inno
Aero crossbars # INXB100-108
Flush feet # INXS200
Fit kit # INK865
SeaSucker Monkey Bars # 298-SX6000B
Out of the above options the best option in my opinion is going to be the Inno roof rack or one of the Rhino-Rack roof racks because for those the bars are integrated into the feet making the racks more low profile and more aerodynamic. The Monkey Bars are likely the least aerodynamic.
SeaSucker Monkey Bars Roof Rack - Round Bars - Vacuum Cup Mount - 48" Long
Custom Fit Kit for Inno XS200, XS250, and INSU-K5 Roof Rack Feet
Inno Aero Crossbars - Aluminum - Black - 39" Long and 42" Long - Qty 2
Inno Flush Feet for Aero Crossbars - Naked Roofs - Qty 4
BaseLine Towers for Yakima Crossbars - Naked Roofs - Qty 4
Yakima JetStream Crossbars - Aluminum - Black - 60" Long - Qty 2
BaseClip Fit Kit for Yakima BaseLine Roof Rack Towers - Qty 2
