Titan brake actuator # T63FR does have a manual reverse lockout feature to let you back up the trailer without the brakes engaging. The lockout device can be seen in the linked review video at the 40-second mark.
The other actuator coupler you mentioned, Demco coupler # DM72VR does NOT have any type of reverse lockout feature, neither a manual one like the Titan nor an electric type. Backing up a trailer that has a hydraulic surge coupler with no lockout will require free-backing brakes like # AKFBBRK-35-D.
All free-backing drum brakes appear on the linked page.
