The Yakima SpareRide 2 Bike Rack, part # Y02599, will fit your 2009 Jeep Wrangler Rubicon. This carrier accommodates 2 bicycles, and will work with spare tires up to 12-1/2 inches (318 mm) wide. I checked the factory size tire on a 2009 Wrangler Rubicon and it listed 275/75R17, so it will work with that tire size.

The SpareRide bike rack is also lockable, to help prevent theft of the rack. A locking cable for securing the bikes to the rack is also included. I am including a link to the installation instructions on the Yakima bike rack for you to check out.

If you are planning on using the bike rack for womens or childrens bikes, I would recommend a frame adapter like the Yakima Tube Top Bike Adapter, part # Y02531. This frame adapter spans the distance between the seat post and the handle bar post and provides a level attachment point so that the bike will not be carried at an angle on the rack.
