Question:
How long is the center main frame on this hitch.? I am trying to figure out if I can put the mounting brackets on the out side of my frame instead of the inside. Thanks

The actual length of the cross tube on the Curt Adjustable Width Trailer Hitch Receiver # 13703 that you referenced is 68-1/2 inches. I have attached an image to assist.
This adjustable Class III hitch is specifically designed for RVs and trailers and can be bolted or welded to frames that are 22 to 72 inches wide. Please note that Curt does require the use of stabilizing straps # 18050 for any non-trailer load like a bike rack or cargo carrier.
I have also attached a sample installation video for the hitch that you can use for reference.
