Question:
I have a 21 foot boat that weighs 1800 lbs dry. Add out board fuel etc we ar looking at roughly 2500 lbs. Could I use this type of winch?

The necessary winch capacity compared to the actual load depends on the details of the trailer. If the boat trailer has roller bunks like # DL21741 which greatly reduce friction then you can safely use a winch with a lower rating.
The Master Lock Electric Trailer Winch # 2953AT can handle marine trailer applications up to a maximum of 5000-lbs, even with standard carpeted bunks, so it will be fine for your boat. But if you add a pair of roller bunks you'll reduce the strain on the winch to help it last longer and work better.
