The EcoHitch Hidden Trailer Hitch Receiver - Custom Fit - 2" # 306-X7322 is a confirmed fit for your 2019 Honda HR-V and would be our recommendation for a bike rack as unlike the Curt it does not require the stabilizer strap when carrying a non-supported load like a bike rack.
For a bike rack I really like the Hollywood Racks Destination Bike Rack # HLY94FR.
This is a platform bike rack that only weighs 20 lbs. The biggest drawback to platform bike racks has always been the weight of them, but with this rack you get the best of both worlds. The preferred attachment style with the lighter weight.
