Question:
When would the length or adjustable rise or of a ball mount affect the carrying capacity of the hitch receiver or tongue weight enough to be a concern? In other words, if a longer or lower ball mount decreases the capacity of either component, how can this be determined?

Typically the ball mounts that are longer or have large drops/rises have lower capacities than ones that are more standard in dimensions. This is designed to help take care of the capacity reduction question you mentioned since there isn't a hard and fast rule that applies for the scenarios you mentioned.
For example, the Hidden Hitch ball mount part # 80232 that you mentioned has a capacity of 6,000 lb trailer weight and 600 lb tongue weight.
Hidden Hitch Ball Mount - 3/4" Rise, 2" Drop - 15-3/4" Long - 6,000 lbs
