Question:
will regular lug nuts work with this wheel? can you explain offset it says 0 does that mean 50/50? I have a boat trailer with not much fender clearance.

Standard lug nuts work with the Loadstar ST185/80D13 Bias Tire w/ 13" Lynx Aluminum Wheel # AM3S339 that you referenced. If the trailer has hubs with the very common 1/2-inch diameter the lugs part # LHLR103 would work well.
Zero offset is like what you mean. That means the mounting flange is right in the middle of the wheel, so the weight of the trailer is carried equally on both sides of it.
