The Roadmaster Falcon/Blackhawk 2 All Terrain Towing Combo Kit with Coiled Wiring # RM-9243-1 that you referenced does not include a battery charge kit. An easy way to accomplish this though would be to take a length of 10 gauge wire like part # 10-1-1 and run it from the 12 volt pin of the 6-way socket of this kit that installs on the vehicle to the positive post of the battery. As long as the 7-way on your tow vehicle has this circuit active this will work well.
