I spoke with my contact at Weigh Safe who said that their ball mounts like the part # WS4-2 you referenced are compatible with temperatures as low as -40 degrees Fahrenheit.
I do recommend using the Locking Dual Pin Assembly and Hitch Pin Set # WS06 so that you can use the same key for the hitch pin and the ball mount. The locking hitch pin comes with a cover but you can use part # WS08 to help protect the lock core for the ball mount.
