When stowed in the sideways position, is it possible to use the step to access the truck bed?

Extendable Hitch Mounted Step # 288-08400 is not designed for use in the sideways stowed position. The step's design means it needs to be in the extended position for use so that the strongest part of the main structure is there to support the load on it.
For a fixed hitch step that will not stick out too far you might consider the Pilot # BBS-1102 or one of the others shown on the linked page. We also have fold-up step # CARR190011B from Carr which is rated for 500-lbs and which is 14 x 5-inches. This step folds up to keep it out of your way when not in use.
