What is the Purpose of the ModuLite Unit for the T-One Wiring Kit on a 2019 Toyota Highlander

What are the risks if I dont attach a powered module and just attached the 4 pin wire?

The powered ModuLite unit that comes with the Tekonsha T-One # 118449 that you referenced ensures that the wiring output of your 2019 Toyota Highlander matches that of your trailer (as it has a separate wiring system and a trailer uses a combined wiring system) plus it helps protect the OEM wiring on your Highlander. If the wiring on your trailer were to go bad then it could cause your vehicle wiring to malfunction and you would have to take the Highlander to a shop to trace down the issue (unless you are well versed in working on vehicle electrical).

The reason that some of the options for your Highlander don't have that extra box, like the Curt # 56042, is because those are for if your Highlander already has the factory tow package. The tow package includes a converter under the dash which is the equivalent of the ModuLite unit. So basically Toyota notes that it is something that is needed for when a trailer is being towed.

If you don't already have a trailer hitch then I highly recommend installing the etrailer # e98844 because it features the attractive matte black finish. This hitch is a confirmed fit unless your Highlander has an aluminum spare.

To complete your towing setup you also need a ball mount kit. I recommend the Ball Mount Kit # 989891 which comes with a 1-7/8" hitch ball, 2" hitch ball, and a ball mount that has a 3/4" rise/2" drop. This kit also includes a pin & clip set as well as a storage bag. You will want to refer to the linked ball mount article to ensure that this ball mount is correct for your application.

I have linked a few installation videos for you to reference as well.
