The Hollywood Racks Sport Rider SE 2-Electric Bike Platform Rack # HLY84FR referenced in your question is compatible with 2 inch trailer hitch receivers, which is what you would need to add to your Prius in order to use the rack.
The only 2 inch hitch available for your 2014 Toyota Prius is the EcoHitch Hidden Trailer Hitch # 306-X7178. This particular hitch has a really nice hidden design and a 300 pound tongue weight capacity. It will use existing holes in the vehicle's frame for a completely no-drill installation. You will just need to make sure you stay under the tongue weight capacity of both the hitch and the vehicle itself once the bike rack is loaded. The carrier itself weighs 54 pounds, so the combined total of your e-bikes needs to be under 250 pounds to stay under the hitch's limits. I also recommend verifying the tongue weight capacity of your Prius by checking your copy of the owner's manual or visiting a local Toyota dealer with your VIN.
