Yes, you can use the Hollywood Racks Sport Rider SE2 Platform Bike Rack w/ Cargo Carrier part # HR1450Z-85 without the cargo carrier attached. In order to do this all you would need to do is remove the pin/clip that holds the two together. I have attached a photo of this pin/clip for you. The cargo carrier can also be taken off the vehicle and used separately.

The great thing about the above rack is that if you ever find yourself needing to carry more bikes instead of the extra cargo space, you can add the 2 Bike Add-On for Hollywood Racks Sport Rider SE2 for 2" Hitches part # HR1475Z. There are also a variety of different adapters that can be used to carry all different kinds of bikes. For example, the Kids Bike Wheel Hoop Adapters for Hollywood Racks Sport Rider Bike Rack part # HRSW-ADP-2 will allow for kids bikes with wheels smaller than 20" to be carried.
