A braking system like your Ready Brake and a tow bar like your Ready Brute are two of the items needed for safe and legal flat towing. The other components include safety cables, a wiring/lighting kit, a high/low hitch adapter to keep the tow bar level when it is connected and either base plates on the towed vehicle or a tow-rated aftermarket bumper.
Base plates and adapters for the 1997 TJ appear on the linked page and the right one depends on the bumper setup. You can use the drop-down menu tool to select your Jeep's setup. The most popular ways to wire a TJ for flat towing include a diode kit like # RM-15267 and bulb and socket kits like # RM-155, but there are also stand-alone light kits that are easy to add, such as # TLL21RK.
If you need safety cables I like the coiled type because they won't drag on the ground, such as # RM-643.
If your Jeep has an aftermarket bumper you'll want to make sure it is rated for flat towing and not just for recovery purposes. Not all aftermarket bumpers are rated for towing. Also be sure to check your Jeep manual for any preparation steps needed before flat towing the vehicle.
