Why Would One New Brake Assembly Get Hotter than The Others

Question:

Checked amps Checked wires Adjustment is correct Bearings show no signs of wear or heat damage Shoes are wearing evenly Magnet works when tested 2.8 amps No issues visible with hardware It is only happening to one brake I believe it may be the drum All parts are new . Less then 20 miles on them. There is no obvious signs of dragging in one spot while spinning wheel. Self adjust 5 4.5 There is a very light color change on magnet contact area. Magnet spring is working properly

How much hotter is the one assembly getting than the others? If you jack the trailer up in the air and turn all of the wheels by hand is there roughly the same amount of drag on all of them? If the hotter wheel has more drag than the other the issue is that it's adjusted too tightly.

I have included a link to a video and at about the 4:39 mark our installed begins adjusting the brakes.
