Scooter carrier drags on ground. Can some type of wheel be mounted under the carrier to keep it from dragging?

With a scooter carrier that drags on the ground, you have a ground clearance issue that needs addressed. There isn't just a wheel made for that specific purpose, but there are skid wheels that have a similar function like # UF48-979014 designed to protect RV's from frame contact. The issue is this also restricts your ground clearance and they aren't designed to have contact with the ground except for deflecting when needed.
The better solution is to plug your vehicle information into our system and then search for suspension enhancement options. Depending on your vehicle, you may be able to find a solution to keep your rear suspension from sag so you maintain ground clearance.
