Yes, the Adjustable Ball Mount # TK5007 comes with 2 pins for the adjustable ball mount part and then a third pin for the shank.
If you would like to add some locks to this then you can also get the Trailer Hitch Receiver Lock # e98881 as well. This can take the place of the hitch pin and the adjustable ball mount and can be ordered keyed alike so you can use the same key to unlock the shank and the adjustable ball mount.
