Does Trailer Hitch for 2019 Toyota Rav4 Hybrid Require Stabilization Strap?

Curt vs Drawtite for 2019 Toyota Rav4 hybrid In one of your answers to a customer, you said the Drawtite 76201 doesnt require straps like a Curt 13416 does with a bike rack. Why?

The Draw-Tite Max-Frame Trailer Hitch Receiver - Custom Fit - Class III - 2" # DT82QR is a confirmed fit for the 2019 Toyota RAV4 all models, as is the similar Curt Trailer Hitch Receiver # C13416. There isn't a safety strap required for this Curt receiver for use with a bike rack or cargo carrier. I checked with the manufacturer to confirm this.

Often Curt does require that stabilization strap # 18050 on their smaller hitches and even up to a 2 inch receiver like this one, but when it is required for their warranty it is stated clearly in the installation details which I've attached. The stabilization strap is just added security, which isn't required for this hitch with a cargo carrier or bike rack.
