The Lippert Ground Control 3.0 Leveling System # LC358590 has a manual access port located on the bottom and the top of each jack's leg/motor so that the jacks can still be raised or lowered in the event of a power failure. These ports have a rubber plug to protect them. Please refer to the linked photo. To use these ports you must have a 3/8" drive ratchet and extension (not included). The bottom ports also require a 5/16" socket (not included).

If the system will not function correctly with 12V power it is possible to re-set it by unplugging all electrical connectors and leaving them disconnected for about 15 minutes. You want to remove power from all of the system's components. After you wait the 15-minutes you can re-connect everything and test again. The complete operation manual for this system is linked for reference.
