The Demco Excali-Bar III Non-Binding Tow Bar - Victory Series - RV Mount - 2" Hitch - 10,500 lbs # DM9511013 you referenced is an excellent tow bar and it has an integrated height adjustment in the shank. This will allow for 1-1/2 inches of rise or 1-1/2 inches of drop depending on the orientation of the shank. Most tow bars simply have a straight shank.
When flat towing, you are correct that your tow bar needs to be within 3 inches of level for safe transport. Most tow bars will require a high-low adapter like # RM-072-2 to remain level.
