The torque specs for the Draw-Tite Max-Frame Trailer Hitch Receiver part # 75659 which is a fit for your 2010 Honda Element is 75 ft lbs for all 1/2" bolts and 30 ft lbs for all 3/8" bolts as of June 2019. For a torque wrench that will reach these figures, you can use the Powerbuilt Dual Drive Torque Wrench part # ALL944001.
Please note if you will be using the trailer hitch to tow a trailer then you will also need a trailer wiring harness, the T-One Vehicle Wiring Harness part # 118465 and a ball mount/hitch ball, the Ball Mount Kit part # 989900. I have attached install videos for you as well.
