What is the difference between this etrailer swivel jack and a Bulldog of same 15: lift and 31inch of travel that Bulldog is selling and etrailer for

As far as function and quality the etrailer.com jack part # TJP-2002-Z that you referenced is right on par with a Bulldog. The price is also really tough to beat too so if it were me this would be the jack I'd go with over a similar Bulldog like the # BD151464.
