With trailer tires you want to inflate them to the max pressure listed when they are cold and then any variances due to temperature is totally fine as long as you are under the weight capacity and speed rating.
So with the Westlake ST235/80R16 Radial Trailer Tire # LHWL401 you need 80 psi in them at all times.
