Looks like you have a bad ground on the running light circuit or some foreign object in the wiring connector on your 1996 Chevy Tahoe or your boat trailer.

Start off by checking to make sure the grounds for your running lights are connected to a clean, bare-metal surface. If those look good then make sure that the connectors for both your Tahoe and your trailer are clean and free of any corrosion or debris. You can even apply some Dielectric Grease # 11755 to help protect your connectors in the future.

Let me know if you are still having issues and I can help you troubleshoot further.
