Question:
I need a new bolt on surge actuator for drum brakes ,900lbs tongue weight and 6000 gvw with a manual reverse lockout......i see the Demco with an electric lockout but I have a 4 flat ele plug on trailer. My trailer is a Ezloader 3inch square tube. Bolt holes 3inch center to center. What are options here....Thanks

The closest thing that we have to your description if the Titan Brake Actuator with Manual Lockout # T63FR. This is rated for 7,500 lbs towing/750 lbs tongue weight, is compatible with a 2" hitch ball, comes with a manual reverse lockout, and fits a 3" wide channel tongue.
The horizontal mount holes are 3" apart on center and then those are both 2-3/4" apart from the lower one as you can see in the attached photo and review video.
Question:
I just found out Drum brakes do not need a reverse lockout...so now what are my options.....

That's only partly true. Some drum brakes are free backing like part # AKFBBRK-35 and for that application you wouldn't need a manual reverse lockout. But for other options that don't have the free backing feature you would still need the reverse lockout.
Hydraulic Trailer Brake Kit - Uni-Servo - Free Backing - 10" - Left/Right Hand - 3,500 lbs
Dexter Brake Actuator with Manual Lockout - Bolt On - Drum - 2" Ball - 7,500 lbs
