Question:
Old 12 ft. tandem trailer may have been jack-knifed a few times over the years, so i was wondering how much out of square can i get by with before having a big problem? Its out 3/8inch , and is there a easier fix than cutting welds and moving the axles ? Thank you

There is not really a specific that will tell you when you will start having trouble when your trailer is misaligned. You will notice most of the issues in your suspension components like elongated holes in your shackles. You can also experience uneven tire wear after a while. There is not really a way to fix it besides mounting the axle square with the coupler on your trailer.
