How to Carry Cargo Carrier While Towing a Trailer
Question:
Can you put a ball on the rear of a receiver hitch cargo carrier to pull a light trailer?

We do have an easy solution for you to use a cargo carrier and tow at the same time, though you would not be able to put a hitch ball on a cargo carrier because they do not have the strength to tow a trailer.
To carry your extra gear while you go camping what you can use is the Curt Multipurpose Ball Mount with 2" Receiver for Bike Racks and Cargo Carriers # D210 which allows you to use a hitch ball to tow and has a receiver on top for a cargo carrier such as the Curt # C18113.
For a hitch ball, depending on your coupler size you can use the 1-7/8" Hitch Ball # C40002 or 2" Hitch Ball # 63845. The MaxxTow carrier and Curt ball mount also both come with a pin and clip so you won't have to get those separately.
I have added links to video reviews for you to check out on the ball mount and cargo carrier as well.
