2019 ARE cap with Yakima rails... Can I use a Thule cross bar system?

Yes you can! Even though the rails on your 2019 ARE cap are made by Yakima they have the same dimensions as Thule so you can use the Thule Fit Kit # THKIT3101, Podium Feet # TH460R, and then either the WingBar Evo crossbars, like the 60" # TH711520, or the ProBar Evo crossbars, like the 79" # TH713700. The big advantage of using the ProBar Evo system is that you can cut the bars to the length that you want/need.
