Question:
One problem with using a reducer with a bike rack is that the reducer adds a lot more slop to the connection. This makes the loaded bike rack wobble left and right while on the road. We need a reducer that results in a very tight fit.

I do have an option for you but all of the reducer sleeves like the Curt Trailer Hitch Receiver Adapter part # C45770 are going to be problematic in regards to excess slop at the connection point. However, what you can do to avoid this is use an anti-rattle device. The best anti-rattle devices we have are the Roadmaster Anti-Rattle devices which can be used for both the hitch reducer, and your 1-1/4" accessories. For the 2" side of the reducer you can use part # RM-061 and for the 1-1/4" side you can use part # RM-061-125.
There is only one trailer hitch available for your 2018 Honda Clarity at this time, the EcoHitch Hidden Trailer Hitch Receiver part # 306-X7377 so your only other option would be to use a bike rack with a solid 2" stinger like the Thule T2 Classic 2 Bike Platform Rack part # TH9044-TH9046 which also has built-in anti-rattle.
