If you have a Thule branded TracONE Truck Bed Ladder Rack part # TH27000XT then the yes, the the Rhino-Rack Nautic 581 Rear Loading Kayak Carrier part # RR581 will fit. However, if you have a TracRac branded TracONE Truck Bed Ladder Rack TA27000-01 then no, the Rhino-Rack Nautic 581 Rear Loading Kayak Carrier part # RR581 will not fit.

If you do have the old TracRac TracONE Truck Bed Ladder Rack then you would need to upgrade to the new Thule branded TracONE Truck Bed Ladder Rack in order to use any watersport carriers like the above as the channels are not the same between the two models. The two ladder racks will be able to be distinguished but their labels.
