Question:
Do they have powder coat finish it just paint. I do all salt water fishing so typically standard paint does not hold up very well.

All of the metal surfaces of the Rhino-Rack Ski and Fishing Rod Carrier # RR572 are powdercoated and not painted which like you mentioned does hold up considerably better than paint.
