Bike Rack and Cargo Carrier Recommendation for Rear of 2006 Jeep Grand Cherokee

I have a 2006 Jeep Grand Cherokee and want to attach both my cargo tray and my Yakima bike rack to my 2 receiver. Very similar to the attached photo from a consumer using the HE18. I was planning to buy and use the dual hitch extender D-192 which clears my bumper and put the cargo tray in the top receiver. Then I plan to use the HE18 or C45796 extender in the bottom receiver for the bike rack. Will this work assuming clearances are ok? Also, with this setup, is my total tongue weight reduced by 50 or 75?

Since we can't recommend the use of two hitch adapters (the extender and the dual adapter) the best solution we'd have would be a bike rack and cargo carrier combo like the Hollywood Racks Sport Rider and Cargo Carrier # HR1450Z-85.
Using one hitch adapter cuts the capacity by 50 percent due to added leverage and movement so our rack manufacturers and hitch manufacturers have both told us that it's not safe to use more than one at a time.
The Hollywood Racks solution though does not require the use of an adapter and instead combines the carrier and bike rack into one carrier so that you can carry both without issue. Check out the review video I attached for more info as well.
