The Curt Custom Fifth Wheel Installation Kit for Chevy/GMC # C16411-204 that fits your 2017 Chevy Silverado 2500 do not have listed capacities, they are designed to handle the weight of whatever 5th wheel hitch you install in the rails. As for a PullRite, so long as that hitch fits industry standard rails (ISRs) then yes, it will fit these brackets. I have added a link to a video install of these rails being installed on a '17 Silverado for you to check out.
We do not carry the PullRite brand and cannot speak to their quality so instead, for a 16,000 lb sliding hitch, I highly recommend the Curt A16 # C16521 because it is extremely reliable and easy to use. This hitch will give you a highly secure connection with your trailer's king pin because of its interlocking dual jaw system that wraps totally around your king pin. It also has a handy indicator system which will let you know if the jaws on the hitch are ready to couple, uncouple or tow. This color-coded system makes the process of hooking up or disconnecting your trailer much simpler.
I have added a link to a video review of this hitch for you to check out as well.
