Yes it is possible to carry a canoe on the roof of the 2019 Ram 2500 while towing a fifth wheel trailer with a front mount hitch part # C31089, load extender part # RTL002, roof rack bars part # RRVA150S-2, roof rack legs part # RRRLKVA and fit kit part # DK043.

I recommend the Curt Front Mount Trailer Hitch Receiver part # C31089 for the 2019 Ram 2500 crew cab which will give you a way to attach the Rhino-Rack T-Load Hitch Mounted Load Assist and Support Bar for 2" Hitches part # RTL002. The Rhino-Rack T-Load will support the longer canoe with it's load bar and straps.
