I have a solution for you, but the Curt # 13707 is not a confirmed fit on your 1987 Ford Crown Victoria. Instead you'll want to use the Draw-Tite Max-E Loader # 41116 which has a 2" receiver and does not require any drilling into the frame of the vehicle for installation.
To complete your towing setup you will need a few other items, like a wiring harness, ball mount and hitch ball. For the wiring kit you'll want to use the Tekonsha 4 Pole Hardwire Kit # 18252 (for combined 2 wire systems) or Tekonsha # 119178KIT (for 3 wire systems).
For a ball mount and hitch ball I recommend using the etrailer Ball Mount Kit # EBMK4EL since it comes with both a 1-7/8" and 2" hitch ball, as well as a nice carrying bag to keep everything in when it is not in use.
All of these parts will give you a complete towing setup for your 1987 Ford Crown Victoria. I've linked a helpful article and video on how to determine if you have a combined or 3 wire electrical system on your vehicle lights, as well as some other videos and articles on these products for you to have a look at.
