Question:
I have a used classic thule 2 bike rack with the tilt mechanism. I am having a rough time unlatching the tilt mechanism to fold up when not in use and fold down to load bikes. It seems to not move out of the latch. any suggestions?

The first thing you'd want to do is lubricate all the spots where the rack pivots. A spray lubricant containing silicone would be perfect. Avoid the temptation to use WD-40, as it can attract dust and road gunk. While you're working the latch, have a helper apply some upward force on the rear of the rack. Remove the safety pin and you should be able to fold the rack. Once you work the mechanism back and forth several times it should free up nicely.
